15th Plenary Meeting of the European Judicial Cybercrime Network

On 27-28 November 2023, the 15th Plenary Meeting of the European Judicial Cybercrime Network (EJCN) took place at Eurojust.

The EJCN Plenary was attended by the EJCN Contact Points from EU and Observer States and representatives from stakeholders - Eurojust, Council of the EU, European Commission, Council of Europe, Europol, the European Judicial Network (EJN), European Union Cybercrime Task Force (EUCTF) and the European Cybercrime Training and Education Group (ECTEG).

During the first day of the meeting, the discussions focused on:

  • Misuse of artificial intelligence by criminals;
  • Obfuscation methods of cybercrime proceedings, such as mixing services;
  • How to handle the seizure of crypto assets, seizure of smart contract based crypto assets/stable coins, issues related to victims’ rights;
  • Cybercrime prevention, with the presentation of the Dutch National Police Cyber Offender Prevention Squad.

The second day of the Plenary was dedicated to discussions on the “Going Dark Debate“, focusing on the growing difficulties of judicial and law enforcement to ensure public security and protect crime victims due lack of access to crucial data, as consequence of encryption features and absence of data retention by Service Providers.

The Plenary was then followed by the meetings of the EJCN Subgroups and by updates from the stakeholders.
